Bendix 276463 is a PP-2 control valve for air brake systems. Valves in the PP-2 style are operated by hand: the driver pushes or pulls the knob to switch air on or vent it, which is how the spring brakes are applied and released. Most of this style are pressure sensitive, so the valve drops to the exhaust position by itself if supply pressure falls too low. The PP-2 also has an auxiliary port that can tie into the service brake line, so the spring brakes let go when the service brakes are applied and the two forces do not stack on the foundation brakes.
