A valve of this type is normally closed: it stays shut until supply pressure builds high enough to open it, and it shuts itself again if pressure drops below its set point. In an air brake system that keeps one reservoir circuit isolated from another, so a leak in one circuit does not drain the air the other needs for stopping.
