The exploded view shows why there are two: the TC-28 runs a pair of electric shift motors, and each motor lands on its own adapter plate on the main housing, held down by the socket head cap screws the same list carries. That puts this plate at the joint between a shift motor and the case, which is why a scored or corroded one is worth swapping while the motor is already off.
